Rice is the classic long-term staple, but only white rice deserves that reputation. The difference comes down to one thing: oil.

Why white rice lasts and brown doesn't
Milling white rice strips away the bran and germ, the oily parts that go rancid. What's left is mostly starch, which is stable for decades once you remove the oxygen. Brown rice keeps its bran, and that bran oil oxidises and turns rancid within months at room temperature. This is the same reason oily foods can't be saved by a thicker bag: the oil is the limit, not the packaging.
The rule of thumb: low-oil, low-moisture staples store for decades; anything oily is measured in months. White rice is the poster child for the first group, brown rice for the second.
How to store white rice for decades

What about brown rice?
Buy it in smaller amounts and keep it in the freezer, where the cold slows the oil from going off. Don't try to bank brown rice for years in mylar, it won't work. If long shelf life is the goal, white rice is the answer.
